IISD Report: Smallholder Coffee Farmers Risk Falling Behind on the EU Deforestation Regulation

The International Institute for Sustainable Development (IISD), a Canada-based think tank, has published a report on how smallholder producers are preparing for the EU Deforestation Regulation (EUDR). The study draws on interviews and surveys with 333 farmers and producer groups across 16 countries, including coffee growers. The authors note that the sample is not statistically representative.

The headline finding: 74% of respondents believe stricter requirements could push farmers toward less-regulated markets, and among coffee growers the share rises to 79%. The main obstacles are land-tenure documentation, compliance costs, traceability systems and limited technical capacity. Farmers mainly ask for supportive government policies (84%), financial assistance (78%) and training (74%).

The deadline for large and medium operators is 30 December 2026, and for small operators 30 June 2027. IISD argues for a “shared responsibility” between governments, companies and certification organisations.
